This works on Windows 7,Windows 8 and 8.1.

But it does not show up in default programs list which is annoying because it's difficult to set it as your default program.
But I have found a fix for that which is to import the registry entries from Windows XP onto Windows 7 and 8.
I searched through my XP computer and found them and copied them onto my Windows 7 and 8.
You first have to get Outlook Express installed.

Once you have done this copy the following registry script here and paste it in notepad.

Save it as a reg file, by naming it something like OE.reg.
Run the file then restart your computer.
And as you can see in the picture Outlook Express is now listed in the default programs list and settings menu. And you can now set it as your default email client and open and save email attachments with it as you can on Windows XP.
