However I have managed to find a fix to get the screensaver to work on Windows 7 and it does. So here is what you need to do.
On Windows 7 go to your Windows folder and create a new folder called Channel Screensaver.
Then copy and paste the screensaver file into this folder.
To run the screensaver click install instead of test. If you just open the file then the screensaver won't run but if you click install it will. When you click install you are then presented with the option to test the screensaver in the drop down screensaver menu.

Click preview as shown in the image. It's not the perfect solution but it does work and you can now run Channel Screensaver on Windows 7. See also my video which shows Channel Screensaver in action on Windows 7.
